Equipment Submissions

The Rules of Golf specify the equipment which may be used to play the game. These specifications can be found in Rule 4 and Appendix II for golf clubs and Rule 5 and Appendix III for golf balls. Other equipment and devices, e.g. gloves, tees, electronic devices, etc., are covered by Rule 11 (Teeing Ground), the definition of a "tee", and Rule 14-3 (Artificial Devices and Unusual Equipment).

In order for The R&A to render a formal ruling on any item of golf equipment, a sample needs to be submitted for examination. For further information about submissions and the submissions procedures, visit the relevant section of the website.  Manufacturers may appeal decisions that have been made on Club and Other Equipment submissions. Clubs

In order for The R&A to render a formal ruling on a new model of golf club, a sample needs to be submitted for examination, accompanied by a fully completed Golf Club Submission Form and Payment Form. A copy of these two forms can be downloaded from this page.

Balls

Golf ball manufacturers may submit golf balls to The R&A for conformance testing and subsequent inclusion on the List of Conforming Golf Balls. Full details of the golf ball submissions procedure and the golf ball specification sheet can be downloaded here.

Other Equipment

In order for The R&A to render a formal ruling on artificial devices and unusual equipment like gloves, tees and electronic devices, a sample needs to be submitted for examination, accompanied by a fully completed Submission Form and Payment Form. A copy of these two forms can be downloaded here.

Appeals

Manufacturers of clubs and other equipment and devices may appeal decisions made by the Equipment Standards Committee or Rules of Golf Committee to the Appeals Committee. Details on the Appeals Procedure and Appeals can be found here.
