It is the role of The R&A's Equipment Standards Committee, together with the USGA, to keep under constant review the technological developments being made in the design and manufacture of golf equipment, and to determine whether such developments are in the best interests of the game.
The Equipment Standards Committee is also responsible for recommending modifications to the existing equipment Rules, if and when they are believed to be necessary. The Equipment Standards Committee is in regular consultation with all the relevant parties in the world of golf: manufacturers, players, professional Tours, course designers and manufacturers, and golf associations.
Equipment Notices are sent to manfacturers as part of that consultation process and decisions of the Equipment Standards Committee are communicated to the wider public via press releases and announcements.
